Bottom line: Check the exceptions first
There is a structural barrier here, not just a high bar. For a typical dependent undergraduate the standard route is effectively closed, so the exceptions further down are the realistic path. LSU Board of Supervisors PM-31 requires 365 days of Louisiana domicile during which the student 'has not been enrolled in a Louisiana postsecondary education institution,' so the year cannot be accrued while attending LSU, and the classification 'shall be fixed for the duration of continual enrollment.' A dependent's domicile follows the parent and 'cannot be changed by their own act.' The controlling rule is La. Who can qualify
If you are independent
No published percentage self-support test. Dependency is dispositive: PM-31 keys off IRC Section 152 - the domicile of an unmarried minor or a Section 152 dependent 'is regarded to be that of the parent with whom such a minor or dependent maintains their place of abode,' and cannot be changed by the student's own act or by a parent relinquishing control. A dependent may establish an independent domicile only when both parents are deceased and no legal guardian has been appointed.
If your parents claim you
A dependent qualifies through the parent's Louisiana domicile; PM-31 III.f allows classification on 'clear and convincing documentation that the parent(s) with whom a dependent student lives has abandoned all out-of-state domiciles and has permanently relocated to Louisiana.'
How to establish residency
- Live in Louisiana for 12 continuous months. Keep one fixed address, and keep proof of it for the whole period.
- Show intent to stay. These are the acts this state looks for:
- establish a Louisiana domicile / permanent place of abode for 365 continuous days
- abandon all prior out-of-state domiciles, with documentary evidence on request
- relocate to Louisiana for employment purposes (express 'special provision' pathway)
- note: LSU publishes no driver's-license / voter-registration / vehicle-registration checklist, and property ownership plus payment of Louisiana property taxes is expressly declared insufficient as a sole factor
- Document your finances. Be ready to prove how you support yourself and that nobody out of state claims you as a dependent.
- Cut ties to your old state. Surrender the old license, cancel the old voter registration, and move your vehicle registration.
- Petition your university. File the reclassification application with the registrar or residency office before their deadline.

Deadlines
Reclassification application must be filed no later than 21 calendar days after the first day of class of the term for which reclassification is sought (PM-31 V.g); appeals due within 21 calendar days after the decision is mailed.
Shortcuts and exceptions
These groups may qualify faster, or right away:
- marriage to a Louisiana resident
- spouse or unmarried dependent of a full-time LSU employee
- active-duty military stationed in Louisiana, plus spouse and dependents (PM-40)
- veterans and Choice Act Section 702 'covered individuals' using Ch. 30/33 benefits

- five-year retention right for former long-term Louisiana residents who move out of state

The detail most people miss
The 365-day clock is poisoned by enrollment: PM-31 II.a.ii bars residency if the student 'has been enrolled in a Louisiana postsecondary education institution during this period of time' (dual-enrollment credit excepted). Combined with PM-31 II.c.ii, which fixes the classification 'for the duration of continual enrollment,' an out-of-state student effectively has to live in Louisiana for a year before matriculating. Buying a house and paying Louisiana property taxes is separately declared insufficient.
Common mistakes
- Starting late. The clock runs before enrollment, so a plan that begins in your first semester is already behind.
- Keeping old-state ties. An out-of-state license, voter registration, or car tag can sink an otherwise strong case.
- Thin documentation. Reviewers decide on paper. If you cannot prove it, it did not happen.
- Assuming your school reads the rule loosely. Campuses vary in how strictly they apply the same statute.
